The National Park Service protects about 17,500 acres of Whidbey Island and owns almost none of it.
Ebey's Landing National Historical Reserve was authorized in November 1978, the first of its kind in the country and still the only one. Around 85 percent of the land inside it is privately held. The federal holding runs to a few hundred acres.
What it protects is a working landscape rather than a monument. More than four hundred historic buildings, fourteen farms still being farmed, and the whole town of Coupeville sit inside the boundary. Penn Cove's water is in it too.
It came out of a local campaign in the 1970s to keep central Whidbey rural. A trust board of federal, state, county and community members runs it. Nobody had tried it this way before.

How this one was made
The blue runs off the top and left edges, so those sides are dammed at the board edge rather than at a shoreline. Everything else follows a coast that never straightens: two long islands with passages between them, a scatter of smaller shapes in the water, and inlets cutting in from both sides. There are hairline channels running east into the mainland that had to fill without bridging across. Walnut is the forgiving wood for a pour this size, tighter grained than maple or cherry.
